W. E. "Ebb" Riggs was born Sept. 11, 1899 at Pendleton, Indiana. At the age of 9 he moved with his family to Texas, settling in Zavala County. He was elected Zavala County Sheriff from 1926 to Dec. 1930. He was appointed to the Texas Rangers in Co. D in Feb. 1931 and was discharged on Jan. 18, 1933, when Gov. Miriam Ferguson took office. At some point during this time he served as a US Marshal. He then reenlisted in the Rangers in Co. D in San Antonio. He lost his place due to a reduction in force in 1939 but was reinstated in 1940 and was discharged in May 1943. |
