Fred Hickman spent much of his law enforcement career with the highway patrol. Before joining the highway patrol, he was a city policeman, county officer, and railroad special agent, when he enlisted as a Special Ranger from October 1922 to April 1923. He enlisted as an Inspector (License Inspector) for the Texas Highway Patrol/Highway Commission in June 1927 until at least sometime in the 1930s. He later became a Captain in the Texas Highway Patrol, then succeeded L. G. Phares as Chief of the Texas Highway Patrol in 1938. He was also enlisted in the Navy. He passed away on Dec. 9, 1972. |
