Andrew Carter was born in Luling, Louisiana, and raised in Houston. Carter rose through the ranks quickly after joining the Texas Department of Public Safety in 1988, becoming a lieutenant with the highway patrol in 1996. A year later, he was accepted into the Rangers, the investigative arm of the department. Andrew served with the Texas Highway Patrol as a Sergeant, later a Lieutenant, and from 1998 to 2005 he served as a Sergeant with the esteemed Texas Ranger Division. Between 2005 and 2016, Andrew served in a variety of management positions in the oil and gas industry. "Through his investigative skills, Texas Ranger Andrew "Drew" Carter, was responsible for the surrender and arrest of serial killer Rafael Resendez-Ramirez, known as the "railway killer" after Ramirez bludgeoned at least eight victims near railroad tracks in a crime spree that spread from Texas to Kentucky to Illinois. During this period the nation was paralyzed with fear when the suspect was able to allude, capture and continue his killing spree. After Reirez was placed on the FBI's Ten Most Wanted List in June of 1999, Sgt. Carter got a call from Ramirez's sister summoning him to her home in Albuquerque, New Mexico. Sgt. Carter was told that the subject would be arriving at the Texas/Mexico border at El Paso, Texas in less than seven hours. Despite obstacles which necessitated Sgt. Carter to drive throughout the night to reach El Paso, he did so along with the suspect's sister, her pastor, a U.S. Marshal and an FBI agent. Further obstacles developed when the cell phone of the mediator, as well as Sgt. Carter's, overheated in the midst of negotiations regarding Ramirez's surrender. Using the traditions and the training provided by the oldest law enforcement agency in the United States, the Texas Rangers, Sgt. Andrew Carter successfully arranged for the suspect's surrender at the border of Juarez, Mexico and El Paso, Texas, thus ending a brutal crime spree that lasted at least two years. Sgt.
