Comissioned as a Captain of Infantry during World War I
After the war, he returned home and was given a commission in the Officers Reserve corps as Captain and was assigned to the 308th Military Police, Served as a Major in the Ordnance Department to which he later was promoted to Lieutenant colonel, and Assistant Adjutant General of Texas. On May 12, 1936, he became Director of Public Safety for Texas, a position that he held until his death in 1938

Horace Henry Carmichael, 2nd Executive Director of the Texas Department of Public Safety and Assistant Adjutant General, Texas National Guard, was born in Hill County, Texas on October 22, 1887, to Henry D. Carmichael, of Texas, and Betty Loveless, of Mississippi. Entering the military, he organized the Machine Gun Company of the 144th Infantry, 36th Division and served with this company throughout World War I. He later brought this company back to Texas, where they were mustered out of service. Colonel Carmichael served as Assistant Adjutant General for several years under Governors Dan Moody and Ross Sterling. At the end of Sterling's administration, Carmichael retired voluntarily with the Adjutant General and others of the Department without warning to see whether the succeeding Governor would retain any of them. Two years later, when James V. Allred became Governor, Carmichael was called back to his old position. He held that position until June 1, 1936, when he was selected as the second Director of the newly created State Police System, the Texas Department of Public Safety, which also included the Texas Rangers. He held this position until his death on September 24, 1938, when he died of a heart attack while driving.
